Dr Joseph Brimhall ~ Treasurer & Education Commitee
Dr Joseph Brimhall earned his Doctor of Chiropractic degree from Logan University, then returned to his hometown to practice as a chiropractic physician for over 22 years. In 2003, Dr. Brimhall was selected to lead the University of Western States. After 21 years as President and CEO, he retired from Western States in 2024. Dr. Brimhall has extensive experience in person injury management, chiropractic health care, professional licensure and regulation, competency assessment, specialized accreditation, institutional and integrative health care. He serves on multiple boards and lectures nationally and internationally. He enjoys reading, hiking, woodworking and visiting children and grandchildren with his wife.
Dr Jeffrey A States ~ Education Chairman
Dr Jeffrey A States, a 4th generation chiropractic physician, serves as an expert witness and consultant on successful Personal Injury (PI) and Workers Compensation cases across the country. Dr States works with physicians, researchers, attorneys, accident reconstructionists, engineers, and others to better understand the PI industry. With a solid grasp of the multifaceted PI arena, professionals can efficiently assist the injured, offering much higher outcomes. Founded in 1996, the Personal Injury Training Institute is the original, extensive, foremost program providing online training, and consulting for daily PI patient needs. Though the Motor Vehicle Collision Occupant Injury Certification program, doctors & professionals are better trained to help injured patients. He loves time with family, camping, golf and mountain biking.
Roxy Cross ~ President
Roxy Cross’s career includes administrator, public speaker, business strategist, marketer, television, radio, newspaper, national columnist, blogger and published author. As the founder of Cross Media Events, she works with clients to grow their organizations while serving the public. She has served on boards including the Uintah County Library Board and the Uintah Public Lands Committee for over 6 years, as an advocate of access to public lands. She has been awarded multiple gold and silver UBEEs from the Utah Broadcasters Association for her on-air work. Coming from a legacy chiropractic family, with a passion for true healthcare, she is an ally to chiropractic and personal injury specifically, currently serving as the president of the PIERS Association board for personal injury education. Roxy enjoys painting, traveling and designing and growing flower baskets to share on her YouTube channel. She loves spending time with her family and friends and lives with the intent to be 100% authentic 100% of the time.
Beverly M Lazzara ~ Board Trustee
Beverly M Lazzara is a retired educator and seasoned administrator with a distinguished career dedicated to Special Education. Born and raised in Jersey City, New Jersey, Beverly spent decades serving students with diverse learning needs, culminating in her role as Director of Special Services for the West New York Board of Education. In her leadership role, Beverly oversaw critical services for students with special needs, collaborating with occupational therapists, psychiatrists, school physicians, physical therapists, and speech pathologists to ensure comprehensive care. She also served as the district-wide Section 504 compliance officer, working closely with legal counsel and agencies such as Child Protective Services, Social Services, Homeless Services, and Adult Protective Services. These responsibilities provided Beverly with deep knowledge of both educational law and interagency collaboration. Known for her commitment to excellence and mentorship, Beverly guided and supported future administrators and Directors of Special Education throughout New Jersey. She currently resides in Belmar, New Jersey, and is the proud mother of three children and grandmother of two.
Marisa A Migliozzi ~ Secretary & Board Trustee
Marisa Migliozzi was responsible for curriculum development, staff supervision, student services coordination, and the scheduling of critical support services, including speech, physical and occupational therapy, and psychological support. Her leadership extended beyond the classroom, fostering strong partnerships with local and state agencies such as the Division of Youth and Family Services, the Jersey City Police and Fire Departments, the Hudson County Prosecutor’s Office, and the Department of Recreation and Social Services. These collaborations significantly enriched the school community and supported students’ well-being. An expert in curriculum design and implementation, Marisa also served as a mentor for emerging school leaders, leaving a lasting impact on the next generation of educators. Marisa enjoys retirement and serving on the board of PIERS Association.

Lawrence Lazzara, Jr, Esq ~ PIERS Legal Advisor & Parliamentarian
Lawrence Lazzara, Jr, Esq serves as PIERS Association legal advisor. He is the managing partner of Lazzara Law Firm and the founder of the Advanced Injury Seminar lecture series; a board-approved continuing education program for chiropractic physicians. The speakers educate chiropractic physicians on the intricacies of personal injury law, such as case management, documenting injuries, and effective record keeping. Before founding the firm, Larry litigated criminal cases as Assistant District Attorney for the Bronx County District Attorney’s Office in New York City. He is admitted in Arizona, Utah, Oregon, New York, New Jersey, and the New Jersey Federal District Court. Earning his juris doctorate from New York Law School, he continued his education at Temple University Beasley School of Law’s nationally recognized litigation program. The National Association of Chiropractic Attorneys (NACA) is an association of attorneys who represent chiropractic associations, societies and colleges and recently announced Larry is the attorney representing chiropractic in both Utah and Arizona. We are honored to have him serve the PIERS Association with all he brings to the table. Dedicated to giving back to his community, Larry volunteers with Wills for Heroes, drafting wills for Arizona firefighters and police officers gratis, and loves time with his family.
Derek States ~ Webmaster
Serial entrepreneur, Derek States has owned States Technology Labs for decades, overseeing the tremendous growth of numerous websites landing on ‘Page 1 Google’ searches consistently. Responsible for thousands of individual web pages, all of which are 100% original content, not an easy thing wit the sheer volumn on the web.
When he is not working within one of his businesses he is developing his gated property on historic Route 66 and spending time with his beautiful wife.
